When did CFR begin in Georgia?

Child fatality review was initiated in Georgia in 1989 as the result of a series of newspaper articles chronicling child deaths in Georgia.  The articles reported an alarming lack of investigation into a number of child deaths that often resulted in labeling child abuse and neglect deaths as accidental or natural.  The articles resulted in the Georgia General Assembly passing legislation in 1990 to mandate CFR.
